Evidence-based policymaking is often promoted within liberal democracies as the best means for government to balance political values with technical considerations. Under the evidence-based mandate, both experts and non-experts often assume that policy problems are sufficiently tractable and that experts can provide impartial and usable advice to government so that problems like climate change adaptation can be effectively addressed; at least, where there is political will to do so. This book compares the politics and science informing climate adaptation policy in Australia and the UK to understand how realistic these expectations are in practice. At a time when both academics and practitioners have repeatedly called for more and better science to anticipate climate change impacts and, thereby, to effectively adapt, this book explains why a dearth of useful expert evidence about future climate is not the most pressing problem. Even when it is sufficiently credible and relevant for decision-making, climate science is often ignored or politicised to ensure the evidence-based mandate is coherent with prevailing political, economic and epistemic ideals. There are other types of policy knowledge too that are, arguably, much more important. This comparative analysis reveals what the politics of climate change mean for both the development of useful evidence and for the practice of evidence-based policymaking.

The Politics of Evidence Based Policymaking identifies how to work with policymakers to maximize the use of scientific evidence. Policymakers cannot consider all evidence relevant to policy problems. They use two shortcuts: ‘rational’ ways to gather enough evidence, and ‘irrational’ decision-making, drawing on emotions, beliefs, and habits. Most scientific studies focus on the former. They identify uncertainty when policymakers have incomplete evidence, and try to solve it by improving the supply of information. They do not respond to ambiguity, or the potential for policymakers to understand problems in very different ways. A good strategy requires advocates to be persuasive: forming coalitions with like-minded actors, and accompanying evidence with simple stories to exploit the emotional or ideological biases of policymakers.

This is the 4th report from the Health Committee in the 2008-09 session (HCP 194-I, ISBN 9780215530110) and examines the issue of top-up fees in relation to NHS patients wishing to buy additional drugs privately. In June 2008, the Secretary of State appointed Professor Mike Richards, National Clinical Director for Cancer to examine the availability of NHS medicines and to provide guidance on the circumstances where patients should be able to purchase additional drugs not funded by the NHS, see: (http://www.dh.gov.uk/en/Publicationsandstatistics/Publications/PublicationsPolicyAndGuidance/DH_089927?IdcService=GET_FILE&dID=176353&Rendition=Web). As a consequence the Department of Health and NICE set out three decisions to implement the recommendations, including: (i) NHS trusts were told to end immediately the practice of withdrawing NHS treatment from patients who purchased drugs privately; (ii) guidance was provided to NHS trusts where patients continued to purchase private drugs; (iii) supplementary guidance was issued to NICE to make available a greater range of more expensive drugs to a greater number of NHS patients. Although the Health Committee welcomes the above new approaches, it also sees certain consequences, in particular the development of a two-tier health system. The Committee, for example believes it would be wrong for very seriously ill patients to be moved from an NHS ward to a different location so as to administer a privately paid drug. Another potential danger, is that two patients with identical conditions in the same NHS ward receive different treatments because one patient could afford it and the other could not. The Committee believes good continuity of care between the NHS and the private sector is therefore essential in this area. Overall the Committee is not convinced that a two-tier system will not develop, and that the Department of Health needs to monitor the implementation of Professor Richard's recommendations.

A history of the successes of the human rights movement and a case for why human rights work Evidence for Hope makes the case that, yes, human rights work. Critics may counter that the movement is in serious jeopardy or even a questionable byproduct of Western imperialism. They point out that Guantánamo is still open, the Arab Spring protests have been crushed, and governments are cracking down on NGOs everywhere. But respected human rights expert Kathryn Sikkink draws on decades of research and fieldwork to provide a rigorous rebuttal to pessimistic doubts about human rights laws and institutions. She demonstrates that change comes slowly and as the result of struggle, but in the long term, human rights movements have been vastly effective. Attacks on the human rights movement’s credibility are based on the faulty premise that human rights ideas emerged in North America and Europe and were imposed on developing southern nations. Starting in the 1940s, Latin American leaders and activists were actually early advocates for the international protection of human rights. Sikkink shows that activists and scholars disagree about the efficacy of human rights because they use different yardsticks to measure progress. Comparing the present to the past, she shows that genocide and violence against civilians have declined over time, while access to healthcare and education has increased dramatically. Cognitive and news biases contribute to pervasive cynicism, but Sikkink’s investigation into past and current trends indicates that human rights is not in its twilight. Instead, this is a period of vibrant activism that has made impressive improvements in human well-being. Exploring the strategies that have led to real humanitarian gains since the middle of the twentieth century, Evidence for Hope looks at how these essential advances can be supported and sustained for decades to come.

There has been an enormous increase in interest in the use of evidence for public policymaking, but the vast majority of work on the subject has failed to engage with the political nature of decision making and how this influences the ways in which evidence will be used (or misused) within political areas. This book provides new insights into the nature of political bias with regards to evidence and critically considers what an ‘improved’ use of evidence would look like from a policymaking perspective. Part I describes the great potential for evidence to help achieve social goals, as well as the challenges raised by the political nature of policymaking. It explores the concern of evidence advocates that political interests drive the misuse or manipulation of evidence, as well as counter-concerns of critical policy scholars about how appeals to ‘evidence-based policy’ can depoliticise political debates. Both concerns reflect forms of bias – the first representing technical bias, whereby evidence use violates principles of scientific best practice, and the second representing issue bias in how appeals to evidence can shift political debates to particular questions or marginalise policy-relevant social concerns. Part II then draws on the fields of policy studies and cognitive psychology to understand the origins and mechanisms of both forms of bias in relation to political interests and values. It illustrates how such biases are not only common, but can be much more predictable once we recognise their origins and manifestations in policy arenas. Finally, Part III discusses ways to move forward for those seeking to improve the use of evidence in public policymaking. It explores what constitutes ‘good evidence for policy’, as well as the ‘good use of evidence’ within policy processes, and considers how to build evidence-advisory institutions that embed key principles of both scientific good practice and democratic representation. Taken as a whole, the approach promoted is termed the ‘good governance of evidence’ – a concept that represents the use of rigorous, systematic and technically valid pieces of evidence within decision-making processes that are representative of, and accountable to, populations served.

In modern industrial democracies, the making of public policy is dependent on policy analysis--the generation, discussion, and evaluation of policy alternatives. Policy analysis is often characterized, especially by economists, as a technical, nonpartisan, objective enterprise, separate from the constraints of the political environment. however, says the eminent political scientist Giandomenico Majone, this characterization of policy analysis is seriously flawed. According to Majone, policy analysts do not engage in a purely technical analysis of alternatives open to policymakers, but instead produce policy arguments that are based on value judgments and are used in the course of public debate. In this book Majone offers his own definition of policy analysis and examines all aspects of it--from problem formulation and the choice of policy instruments to program development and policy evaluation. He argues that rhetorical skills are crucial for policy analysts when they set the norms that determine when certain conditions are to be regarded as policy problems, when they advise on technical issues, and when they evaluate policy. Policy analysts can improve the quality of public deliberation by refining the standards of appraisal of public programs and facilitating a wide-ranging dialogue among advocates of different criteria. In fact, says Majone, the essential need today is not to develop 'objective' measures of outcomes--the traditional aim of evaluation research--but to improve the methods and conditions of public discourse at all levels and stages of policy-making.
